Condition

Again, I've copied a survey that I used in 2007 and modified it for 2008. Everything working good. HOWEVER, there is one question that is conditional:
The condition is: If '1.17 Select the BASE COUNTRY of your current job.' Is Equal To 'United States of America' then Display Item. The item is Select the state in which you currently work.
BUT, This condition isn't working now, since I've copied everything over from 2007 to 2008. But what I'm confused about a number of things regarding this. For one, it says that there are no conditions on the page. However, under the question it clearly has this condition listed.
Where do I start to correct this?
