calculating number of users

How does the system calculate the number of users? According to the application settings we have almost reached our limit of users. However, the list of users does not contain as many users as the system says we have used and some of the users on that list are not even survey creators. How can that be resolved? Why does the system think we have more users than we really have?

When you say users, are you referring to users in administration roles? If so there was an issue in some older versions of Checkbox which could result in inaccurate counts. The issue arose when the name of user with administration rights was changed.
