Manage ACL via API

I am creating surveys in my app via the API. I am having one problem. When I create the survey, I am using a generic UN/PW. When other users log in they are not able to view this survey. All these users are part of the same group. How do I all members of these groups to see surveys created by other groups.

I have found how to do this in the Checkbox web app by clicking on the survey then the permissions link and then clicking the "Advanced ACL Editor" button.
