With our hosted service, you can use the Style templates to control the look and feel of your surveys, and we are constantly adding new layout options to the software, which we will update for you on your hosted installation.
The Developer Kit is available if you purchase the server based software, as opposed to the hosting, and this would indeed allow you to have a greater level of control over the layout, because you would have access to the .aspx and master pages.
