I am somewhat confused by your question. The roles you describe exist in Checkbox. Both "Survey Editor" and "Survey Administrator" are able to create/delete surveys they have permission to access. The distinction between the roles is that only "Survey Administrator" has the ability to activate a survey.
Unlike the "System Administrator" the "Survey Administrator" can only interact with surveys they have explicitly been granted access to. By default this will be surveys they have created; however, additional privileges can be granted via the ACL.
